Why are persons with what appear to be "travel bags" allowed into the library?

The Huntsville Madison County Public Library Main Branch and all locations within the library system are established to serve the public.  Therefore, no one is denied access to the library, its resources, or facilities, unless they exude behavior that is a direct disturbance to library personnel, other library patrons, behavior deemed unlawful, against code of conduct for library patronage, or otherwise unfit for facility usage.  The branches of the Huntsville Madison County Public Library are non-discriminatory and do not deny the public access.  **For clarification, personal appearance, and the possession of travel bags on any individual are not grounds for denial of library facilities or resources.**
